According to Cleveland Police Chief Buster Bingham, officers were dispatched to the corner of Johnson Avenue and White Street between 1-1:30 p.m.
There they discovered Fitzgerald Roy, 21.
Bingham said Pafford EMS took Roy to Bolivar Medical Center in Cleveland, where he was pronounced dead.
Bingham said LaKendrick McCline later turned himself in to police.
The weapon, responsible for Roy’s death, was recovered and McCline was charged with one count murder.
Bingham said an investigation continues but preliminary inquiries show the shooting may have been the result of an argument over shoes.
