Fulgham’s preliminary hearing to determine if he should be bound over to a grand jury was held Tuesday at the Bolivar County Justice Court in Cleveland.
Justice Court Judge Harold Ward found there was probable cause for a grand jury trial based on the testimony of Mississippi Bureau of Investigation Agent Mark Steed.
Fulgham will be detained until his case is presented to a Bolivar County Grand Jury.
According to the Bolivar County Sheriff's Department's dispatch log, a call came into the department at approximately 6:10 a.m. on Oct. 20 by a woman traveling north on U.S. Highway 61, saying she had hit an object in the road and thought it was a body.
Deputies were dispatched to the scene and immediately contacted the Mississippi Highway Patrol. In the meantime, the department received numerous other calls about the incident.
Sgt. Mike Mullins of the Mississippi Highway Patrol said when he arrived on the scene it was apparent that multiple different vehicles struck Harmon.
