With the motto "it's better to light a candle than to curse the darkness," the Bolivar County Literacy Council, headquartered in the Cleveland Depot Library, was born and branched from the adult literacy program of the county’s public library system, and was revitalized in 1986.

The overall mission of the Literacy Council is "to provide services in support of education that promote a more literate citizenry in Bolivar County."

Since 1992, local funding to support the Literacy Council has increased from its original $20,000 from the City of Cleveland and the Bolivar County Board of Supervisors to over $100,000 annually.

The Bolivar County Literacy Council is one of the few active literacy programs in the Delta.

"The secret of this success is simple; it’s been through hard work and dedication, strong financial support from local government bodies, and the continued support and patronage of the people of Bolivar County," said CEO Audrey Pearson.

According to 2002 reports from the National Institute for Literary, 40% of adults in Bolivar County read at the elementary level and 79% read no higher than the junior high level.

To better read Bolivar County's literacy needs, the Literacy Council includes many different programs to accommodate residents.

Some of these programs include prenatal literacy, Read 2 Succeed, adult literacy classes, adult basic education classes, English as a second language, and test prep.

The Literacy Council also has an after-school tutoring program, which allows students to get additional assistance on school assignments.

The after-school program has 60 children with a 1:4 teacher student ratio.

The tuition based programs such as GED, after-school tutoring, and the summer enrichment program have scholarships available that fun half of the tuition cost.
